There are many that are stronger than Chinese Chess Hero 2 which is now relatively old! I have Saola1.5 which is definitely stronger.

One thing I don't like about Saola is that it sometimes goes into infinite loops. The other thing is that Soala eats up CPU so preemptively, making it hard to compare with another chess programs running on the same machine.
